External capacitors connect to VBUS and -VIN, in order to meet the Hold Up Time specification. Hold-up circuit is suitable for some condition, usually in railway application. For example, a sudden voltage drop or a short-term power failure. The hold up circuit can keep the voltage output for a period of time, after the input voltage cut off, to ensure the system works properly.
